CLAREMONT, Los Angeles County — October 25, 2026. A proposed expansion of home-sharing eligibility and a multimillion-dollar plan for allocating the city’s latest budget surplus are on the official Claremont City Council agenda for Tuesday, October 27. The meeting is scheduled to begin at 6:30 p.m. in the Council Chamber at 225 Second Street. These are proposals awaiting a public meeting—not enacted ordinances or final spending decisions.

Proposed short-term rental changes

Agenda item 11 calls for a first reading of amendments to Municipal Code Chapter 16.110 that would extend home-sharing eligibility to qualifying tenants, clarify which short-term rental permits are covered, and incorporate reporting requirements for short-term rental facilitators under California Senate Bill 346. The public hearing is listed as beginning no earlier than 7 p.m. Residents, tenants and property owners should read the proposed ordinance and the Planning Commission’s September 15 record before drawing conclusions about who would qualify.

An ordinance introduced for a first reading on October 27 would not automatically become effective that night. Its final wording, any later vote and applicable effective date would need to be verified in subsequent municipal records.

Where officials propose allocating the surplus

Under item 12, city staff recommends distributing a preliminary, unaudited 2025–26 general-fund surplus. The requested allocations include $1 million in an additional CalPERS pension payment, $500,000 for the city’s Section 115 Pension Trust, $450,000 for permit and business-license software, and $688,415 for the operating and environmental emergency reserve, which the city says would bring that reserve to $12,301,475. A further $601,578, or the remaining amount following completion of the audit, is proposed for equipment and facilities reserves. These are staff recommendations; final council action and audited totals may differ.

Other October 27 proposals

The consent calendar also includes a proposed $138,798 amendment to an existing right-of-way landscape maintenance contract, a 36-month Microsoft Office 365 licensing agreement with a listed total of up to $298,197, and a proposed historical-property Mills Act agreement. The items’ placement on an agenda does not demonstrate that contracts were approved.
